When you get to the cultural faire, there are some wooden screens in a sort of a square shape. You have to position the in-game camera at the right angle, but you should see an opening. Behind the screens is a bathtub. You should already have blessed holy water in your inventory, and when you click on the bathtub, the option to bless the water is there.
