What is That Smell in Derby, CT????

Everytime I visit my bf's parents off Route 8 to 34, there is this rancid smell of sewage. Some people say it is the sanitary plant that doesn't have funds to handle the sewage correctly and others say it's the Housatonic River on low tide. I tend to think it's the sanitary plant and their low budget. This is a dying town where businesses always fail. Anyone know for sure??? It's the trademark smell for this s***y little town.
