Is for playing with matches fair?

My granddaughter got caught playing with matches. I agree that Mom should not leave them anywhere close to her fingers. They were ones that Dad used to light the pilot light on the furnace in the winter and the barbecue. My daughter put her over her lap and ed her on the panties. Do you think that is fair to her for playing with matches? My daughter usually s in this manner but not very often.
