Is load shedding just a South African phenomenon?

Load shedding is getting to an unmanageable state. It is not mearly good enough to try and conserve energy, as this is not going to solve the problem of power shortages in South Africa. What can we do, as a comunity, that will make a big enough impact? Is this "load shedding" just a South African phenomenon?
